the delegates met in morocco, the so-called friends of syria from the u.s., european union, and various arab countries. more than 50 opposition groups formed the coalition last month. the friends of syria say the organization is now the lawful government. they say president bashar assad should step down. delegates did not state whether they would provide weapons to the coalition. some are concerned that those weapons could fall into the hands of radicals. a spokesperson said that they believe their allies will help arm them if the situation changes. the leaders of russia and china continue to support the assad government. delegates from those countries did not attend the meeting. >>> 20 years after the u.s. closed its last military base in the philippines, u.s. troops are about to return in force. top officials from the two countries have agreed to expand the u.s. military presence in the south china sea. the goal is to serve as a counterbalance to any potential chinese ambitions in the region. u.s. assistant secretaries of state kirk campbell took part in talks with philippine officials on
